CYSC Law of the Game
The Rules of Play used will be the "FIFA Laws of the Game", as modified by the US YOUTH SOCCER Official Administrative Rulebook and those modifications contained herein (if not listed below, FIFA Laws of the game apply).
All age divisions: No one (Spectators or Participants) shall be behind the goal line (end line) at each of the corner flags.
Soccer etiquette we ask that parents sit directly across from their team on the sidelines, at least five feet away from the field.
No sitting on the sideline near the team. Area is designate for the Team, Coach, Asst. Coach, Team Manager, and Referee.
Ask that only Coaches, Asst. Coaches or Team Mangers interact with the referees before, during or after the games
Listed on the next few pages are the "Laws of the Game· that apply to the age-appropriate age division.
If a spectator needs to be removed for any reason, the referee will inform the coach. If the coach does not have that person leave in a timely manner the game may be terminated.
Uniforms:
All players must be in complete CYSC uniform (as pictured on the website)
Home team color: Blue
Away team color: White
No jewelry of any kind may be worn. No beads or metal may be worn in the hair.
Ear rings cannot be worn with tape or bandage over them.
RIAS (Travel rec, U14-U19) is allowed to use their own uniform. The uniform must show CYSC affiliation on it and must be approved by CYSC.
Coaches:
- U6, one coach may be on the field with their team, but not to impede play. At U6 we utilize two fields at the same time. So, require coaches on each field.
- U8 may walk from corner flag to midline, but not cross either.
- U10 and above may walk from the top of the goal keeper box line to midline, but not cross either.
- If coaches are giving instruction to an official in a negative manner, the official has the right to enforce the yellow/red card.
- No more than 3 team personnel on the team side, per team. (Coaches, Asst. Coach, Team Manager)
- U10 to U14 coaches are responsible for filling out the yellow game cards before each game. Hand over to the referee. Sign the game cards after each game. (ensure that the score and winning team information is correct before signing)
- RIAS coaches are responsible for providing two copies of their game card to the referee before each game. Game card can be printed off from their team account in GA Soccer.
ALL Present Players: Play a minimum of 50% of each game. With exception to illness or injury and the U19 age group. If a player is benched for any other reason, a notice needs to be email to the office within 48hrs before the game with parent included in the email. Also need to have already establish teams’ rules that was turn in and approved by the CYSC Board.

- Substitutions, consent of ref at following times (expect for U8)
- Prior to throw-in either team.
- Prior to goal-kick by either team.
- After a goal, by either team.
- After an injury and the Referee has stopped play. Not just for the injured player.
- At Half-Time.
- At any other stoppage at the Referee discretion (i.e. Corner kicks, indirect kick, free kick if the referee pauses the play)
- After a Caution (yellow card) or Send Off (red card) by either team.
NOTE: A sent off player cannot be substituted, and that team will play with one player down.

Headers: All 12U players shall be limited to a maximum of 30 minutes of heading training per week, with no more than 20 headers per player, per week.
U8 Division (5v5):
Substitutions: Mandatory rules are in place. Each player must play half of each half. Substitutions will happen when referee pauses the game to sub.
Ex. If 5 players are on the bench, those 5 players go onto the field and the 5 on the field comes off.
Goalkeeper: No goalkeeper and no placing a stationary player in the goal box.
Goal Kick: Opposing teams must retreat past midfield line until the ball is played by a player from the kicking team.
Throw In: The player will be giving two chances to make a correct throw in, before the ball is giving to the opposing teams.
U10 Division (7v7):
Headers: Deliberate or accidental headers will not be all owed (referee discretion on how to apply this rule). An indirect free kick will be awarded to the opposing team. If in goal area, ball will be placed to the nearest line outside of that area.
Side Tackles: Are not allow. Indirect kick will be award to the opposing team at the area of the infraction.
Goalkeepers: The goalkeeper must be given at least as much time in each game as a field player as he/she plays Goalkeeper (a player cannot play goal keeper more than 50% of the game in goal).
Ex. 1: If the fields players are giving 25mins total game of field play, the goalkeeper must be giving 25mins of field play not counting the time in goal.
Ex. 2: Goalkeeper plays the hold 1st half in goal, the hold second half must be field play
Build-Out Lines:
- The build-out line promotes learning how to play out of the back in a less pressured setting.
- When the goalkeeper has the ball in his or her hand hands during play from the opponent, the opposing team must move behind the build-out line until the ball is put into play.
- Once the opposing team is behind the build-out line, the goalkeeper can pass, throw or roll the ball to a teammate.
Punts and drop kicks are not allowed.
- After the ball is put into play by the goalkeeper, the opposing team can cross the build-out line and play resumes as normal.
- The opposing team must also move behind the build-out line prior to a goal kick and may only cross the build-out line once the ball is kick back in play.
- If a goalkeeper punts or drop kicks the ball, an indirect free kick should be awarded to the opposing team from the spot of the offense. If the punt or drop kick occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the offense occurred.
- If the goalkeeper puts the ball back in play before the opposing team reaches the build-out line, the ball is back in play.
- The ball is in play once the goalkeeper kicks the ball or release it from their hands.
Build-Out Line Application:
- Ideally, the goalkeeper will wait to put the ball into play once all opponents are past the build-out line.
- However, the goalkeeper can put the ball into play sooner but he/she does so accepting the positioning of the opponents and the consequences of how play resumes.
- To support the intent of the development rule, coaches and referees should be mindful of any intentional delays being caused by opponents not retreating in a timely manner or encroaching over the build-out line prior to the ball being put into play.
- Coaches are responsible for addressing these types of issues with their players.
- Referees can manage the situation with misconduct if deemed appropriated.
- Referees should be flexible when enforcing the 6-second rule and counting the time possession should only begin when all.
